II. Remarkable Achievements in Ecological Construction

Yanqing has a total of 9 nature reserves, covering an area of over 530 square kilometers and 28% of the total area. The number and area of nature reserves rank first in districts and counties in Beijing. The wetland reserve covers an area of 150,000 mu, 5% of the total area of the county. The control area of 520 square kilometers is designated in the densely populated plain area to carry out seven projects like comprehensive utilization of crop straws, promotion of environmentally friendly fertilizers, integrated control of plant diseases and insect pests, comprehensive utilization of livestock and poultry waste resources and comprehensive treatment of ecological environment, thus effectively controlling the rural non-point source pollution and strongly promoting the development of ecological agriculture and the improvement of environment. In July 2006, Ministry of Environmental Protection accepted the demonstration project of rural non-point source pollution control in Yanqing County, making Yanqing the only demonstration area of rural non-point source pollution control in northern China.

From 2007 to 2010, four ecological landscape corridors, namely Gui River Ecological Leisure Corridor, Ecological Buffer Zone of Guanting Reservoir, Beishan Ecological Leisure Sightseeing Zone and Downstream Forest Park of Longqing Gorge, were established. The corridor whose total length is 100 kilometers, equal to 100,000 mu, is surrounded by green forests with ecological index taking the lead in the city. Solar energy, geothermal energy, wind energy and biomass energy resources have been fully developed and utilized. Phase I and Phase II of Kangxi-Guanting Wind Power Plant, Beijing's first wind power plant, have been completed. It has a total installed capacity of 150 megawatts. After grid generation, it will provide green power of 300 million kWh annually. Till 2010, the county installed 18,000 solar energy lamps, saving 6.4 million kWh annually.

In 2005, Yanqing County took the lead in becoming the first county to pass ISO 14001 environmental management system certification in the entire administrative area. In 2006, Yanqing County won the national demonstration zone of ISO 14000 environmental management system, one of the first batch of "national garden counties" (10 nationwide, the only one in Beijing) and the demonstration area of new energy and renewable energy in Beijing City (the only one in Beijing). In 2007, Yanqing County was named the national greening model county, the national green comparatively well-off county and the national health county. In August 2008, Yanqing County was named the national ecological county by Ministry of Environmental Protection. In April 2009, the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF) listed DQY Ecological biogas power generation project as "the world's large biogas power generation technology demonstration project" of the United Nations. The air quality in Yanqing ranks first among districts and counties in Beijing. The secondary weather and above reach over 84%. In 2009, Yanqing was identified as the pilot county of national ecological civilization construction and the pilot county of municipal recycling economy (the only county in the first batch to win this honorary title). In 2010, Yanqing County won the "national green energy demonstration county (the only one in Beijing)." What's more, Yanqing County is the national smart grid demonstration county. At the end of 2010, 13 out of 15 villages and towns in the county were named the national beautiful villages and towns, and 2 were named the municipal beautiful villages and towns. 5 small garden towns of the capital, 14 municipal "green communities," 12 "green villages of the capital," 256 "greening and beautifying garden-like units of the capital" and 32 "ecological civilization villages" were established. All schools in the county have become county-level "green schools." 73 villages have become county-level "green villages." 20,000 households have become county-level "ecological civilization households." 14 units have become county-level "green marketplaces and markets." Today's Yanqing is picturesque: luxuriantly green forests set off high mountains by rivers, and the rippling rivers at the foot of mountains are pretty.
