Water Environment Treatment

Water benefits everything without evoking conflict or resistance. The total area of Yanqing is 1,993 square kilometers, with water surface area of 20 square kilometers, accounting for 1% of the total. Yanqing County has 11 towns and 4 villages, with territory separately belonging to the three major basins of Chaobai River, Yongding River, and Beiyun River. 18 rivers of IV or higher level run through territory of the county. This region has graceful hills and rivers, as well as pleasant sceneries, and is natural green ecological protective screen and important water resource protection area. Yanqing is located in the upstream of Beijing, so that water environment control and protection is especially important. Meanwhile, water environment treatment and water resource protection are also quite critical to social and economic development of the whole Yanqing area.

In order to protect the ecological environment of water resource, and to conserve soil and water, Yanqing implemented ecological construction project in important water resource areas along Guishui River, ecological restoration project of ancient fosse, treatment project of Xiaozhangjiakou River ecology, southern river system circulation project for the new town, as well as other series of important projects to further improve water environment. Water environment treatment of Yanqing is involved with “two axes, two belts, and one center”. Two axes refer to Guishui River and Baihe River. Miyun Reservoir and Guanting Reservoir are two water resource protection belts, and new Yanqing County is the center. With water resource protection as the orientation, water resource in Miyun and Guanting reservoir is to be conserved. Moreover, comprehensive basin management is to be enhanced, and water ecological environment construction will be strengthened. Key water treatment projects include Foyukou small watershed management project, Sanli River wetland project, Wild Duck Lake wetland project, Caishihe River comprehensive management project, etc. The goal of Yanqing water environment management is to create a beautiful environment comprised of “two rivers, five lakes, and ten green belts”. Two rivers refer to Guihe River and Baihe River. Five lakes refer to the five reservoirs of Baihepu, Gucheng, Foyukou, Lanhezha, and Yudushan. Ten green belts include Gucheng River, Xiaozhangjiakou River, Xi’erdao River, Xibazi River, Bangshuiyu River, Foyukou River, Yang’echi River, Guan Channel, Deshengkou Channel, and Zhuishikou River.

Through water environment management, Yanqing completed the management task over the 80-square -kilometer small watershed, approved by experts’ evaluation as “National Water and Soil Conservation Ecological Civilization County”.

Sewage Treatment

Water pollution treatment of Yanqing includes two aspects: domestic sewage treatment and industrial sewage treatment. Water source sewage treatment project is a key project. The county has 91 sewage treatment facilities, leading to total treatment capacity of 67,000 t per day. Rural pollution is strictly controlled. Sewage treatment plant of the county has completed upgrade and reformation. Rain and sewage diversion rate has reached 90%, and 93.9% domestic sewage of the county is treated intensively. Through sewage treatment projects, Yanqing reduced pollutant emission and effectively protected the safety of water resource.

Water and Soil Conservation

Yanqing is an important ecological shelter zone in northwest Beijing and its natural ecosystem assumes the foremost task of water and soil conservation. The county has 18 rivers above level IV and its green mountains and clean waters safeguard the capital like layers of green screens.

The water and soil conservation work of Yanqing County closely circles around the goal of building a “Green Beijing Demonstration Zone”, centers on the water conservation and builds up three-layer improvement system of “ecological restoration, ecological management and ecological protection”; and with the principal line of boosting the economic development, it facilitates the transformation from small watershed construction to large watershed construction and constantly enhances the international exchanges and collaboration, thus enriching the connotation of ecological construction of water conservation. So far, the county has completed the control of water and soil loss in total area of 966.65 square kilometers of 72 small watersheds, which has greatly improved the ecological environment of the whole county. In Yanqing County, the improvement rate of water and soil loss has now reached 77% and the forest-cover rate 74.5%, thus making the ecological development goal of “ecological landscaping, land gardenization” come true.

Yanqing develops its water and soil conservation work by focusing on constructing the eco-friendly small watersheds and adopts the controlling measures in compliance with the three-layer system of “ecological restoration, ecological management and ecological protection”, hoping to build up eco-friendly small watersheds with fresh air, clean water and beautiful environment and gradually construct a water resource protection system from the mountain top to mountain foot, from the watercourse to the reservoir. The county has accumulatively invested RMB 747 million on the water and soil conservation and improved 1,090.65 square kilometers of water and soil loss; in particular, it has built 46 eco-friendly small watersheds with a total area of 494 square kilometers.

From 1983 to 2013, ecological management had been constantly carried out to the main watersheds in the county. For the ecological management project of Guihe River, the ecological management was conducted to 24.5-kilometer-long section of Guihe River with the focus on dredging and greening to the riverway; in total, 1.25 million trees and flowers and 2.35 million square meters of plants were grown, and 27.8 hectares of ecological wetland restored. For the ecological management project of Baihe River, the ecological management was conducted to 85.3 km-long section of Baihe River and its tributares with the focus on ecological slope protection via ecological bags or gabions; in total, 8,000 mu of rice fields were conceded to forestry and dry-land, 344,200 square meters of area was afforested and 285,200 square meters of wetland was constructed, which ensured the quality and quantity of water that had been transmitted to Miyun Reservoir since 2003. For the ecological management project of Caishihe River, the ecological management was conducted to 27.5-kilometer-long section of Caishihe River with the focus on dredging to the whole watercourse; in total, 18,000 square meters of bank-protection work was completed and 10,000-meter-long protective dam was built, which played an important role in conserving the water sources of Miyun Reservoir, increasing the water storage and improving the protective capability of villages and residences at risk in Yanqing mountainous area.
