Construction of a Water-Saving Society

Apart from the opening-up of the source, resource-saving measures should also be emphasized. To build a water-saving society, Yanqing has adopted a few specific measures, such as rain water collection project in villages, agricultural water saving irrigation, popularization of domestic water economizers among residents, reform of industrial water saving technology, etc., and achieved good results. During the “12th Five-Year”, Yanqing made more efforts to build the facilities for water-saving and irrigation, improved the utilization rate of water resources and guaranteed the sustainable development of agricultural production.

Governance of Atmospheric Environment and Protection of Acoustic Environment

In Yanqing, the prevention of air pollution consists in enhancing the control of coal-smoke pollution, so as to improve the concentrated heat supply rate and gasification rate of domestic energy in the whole county; positively facilitating the popularization of products and technologies in relation to geotherm, solar energy, methane, biomass energy and wind energy, so as to improve the county’s utilization rate of clean energy and enhance the management of desulfurization, denitrification and dedusting of coal-burning facilities; strictly supervising the emission of automobile exhaust; furthering the control of flowing dust pollution by reducing the flowing dust in construction operations, implementing the greening and road-hardening measures, enhancing the governance of sands and wastelands, forbidding incinerating rubbish, leaves, weeds and straws, improving the agricultural cultivation methods, continuing to promote the practices of no-tillage and low stubbles, reducing the seasonal naked cropland, etc.

To support the key work of atmospheric environment governance, Yanqing County took the lead in organizing the transformation of concentrated heating systems in Beijing, eliminating 70 coal-fired boilers of 22 households across the county. It also set up a linkage mechanism involving departments of environmental protection, construction committee, urban management team, etc., so as to implement joint prevention and control to the flowing dust pollution. In addition, it firstly developed and used the “Vehicle Information Management System” and “Environmental Protection Information Management System of Motor Vehicles Entering Beijing” in Beijing and strengthened law enforcement to the motor vehicles in use and entering Beijing from other regions of China; the elimination rate of Yellow Label Vehicles (high-pollution vehicles) reached 96%, being the first in Beijing. The relevant key engineering projects are Popularization and Demonstration Project of Electric Vehicles, Traffic Dispersion and Supervision Capability Construction Project of Transit Vehicles, Automobile Exhaust Pollution Monitoring Capability Improvement Project, New Energy Utilization Project and Urban Ground Dust Pollution Control Project.

Yanqing has achieved good effects in improving the atmospheric environment. By virtue of the all-round enhancement in prevention of PM2.5, it has controlled the annual average concentrations of the main air pollutants and inhalable particles at the lowest level in Beijing; and the number of days with the air quality reaching Level II or better has increased year after year since 2005. In 2013, the average concentrations of fine particles (PM2.5), inhalable particles (PM10), sulfur dioxide and nitrogen dioxide in the air of Yanqing were respectively 68 μg/m3, 78.3 μg/m3, 19.2 μg/m3 and 34.4 μg/m3, all of which were the lowest in Beijing.

Yanqing has also effectively controlled the traffic noise pollution and enhanced the supervision of noise in building operations, and made more efforts to control the noise pollution in industries, show businesses, wildness and interior decorating activities, thus building a quiet and peaceful urban space.

As regards protection and governance of acoustic environment, Yanqing mainly adopted measures as follows: building standard zones, upgrading the fixed noise sources, attaching Yellow Labels to the sources that cause severe pollution and requiring the relevant responsible persons to complete the improvement within a limited period of time; and taking measures of diversion, limiting the traffic flow and greening roadsides to control the traffic noise. The specific projects for controlling the noise pollution include Construction Project of Quiet Communities, Publicity and Education Project for Noise Prevention and Control and Project for Controlling Key Social Noise Sources.
